Position Overview

The Waterways Commerce Cutter (WCC) Senior Electrical Engineer will lead a small team assigned to a Ship Work Breakdown Structure (SWBS) section. The WCC IPT will deliver the design and build of 30 vessels in a contract valued more than $1.1B. The Coast Guard plans to acquire 16 river buoy tenders (WLR), 11 inland construction tenders (WLIC) and three (3) inland buoy tenders. The WCC Program is working under an accelerated program schedule to reach initial operational capability by 2025. Initial operational capability is achieved following post-delivery availability, test and evaluation, and certification that the first hull of each WCC variant satisfies all key performance parameters, or the threshold requirements without which the service’s aids to navigation (ATON) mission in federal inland waterways cannot be performed. Full operational capability, which will be achieved when the capability has been fully fielded, is planned for 2030.

The Senior Electrical Engineer will work closely with the Systems Design Manager to develop, integrate, and test the completed designs. Assists the Systems Design Manager to manage the design effort within schedule and budget and coordinates design reviews. Supports the transition to production and oversees the design of agreed to changes to the configuration baseline.

Assist the Systems Design Manager with scope management, develop bid and proposal responses that include both the creation of technical and pricing strategies and resulting in the preparation and submission of proposal within an assigned SWBS section. Supports communications and presentations to US Coast Guard (USCG) Customer and develops positive relationships. Develops budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems at a detail level and escalates risks as needed.

Main Duties and Responsibilities

  • Responsible of the interviewing, onboarding, training, assigning work, and performance improvement recommendations of the assigned SWBS section team.
  • Meets daily with assigned SWBS section group members to identify roadblocks and remove barriers. Escalates unresolved issues to the Systems Design Manager and fellow SWBS section leads.
  • Monitors and controls design contractual commitments to ensure that all work is performed in accordance with the specifications, drawings, and terms of the contract within assigned SWBS section.
  • Partners with Weight Manager to monitor and control the weight of the systems to meet design targets.
  • Approver of Engineering Change Notifications to formally release design data.
  • Ensures Engineering Change Requests are implemented into the design while maintaining compliance to the contractual requirements.
  • System life-cycle activities – including System Requirements Review (SRR), System Design Review (SDR), Preliminary Design Review (PDR) and Detailed/Critical Design Review (DDR/CDR).
  • Development of engineering deliverables in accordance with engineering processes, ensuring safe, fit for purpose engineering deliverables, and presenting material associated with the above gate reviews.
  • Ensure the design is approved in accordance with relevant standards working closely with ABS lead as part of the Integrated Project Team.
  • Coordinates with sub-contractors and vendors to ensure timely receipt of deliverables as well as compliance to the requirements.
  • Develop NX 3D models and associated 2D drawings/schematics in accordance with company, industry, and project standards.
  • Release drawings into Teamcenter system following company workflow.
  • Create engineering reports to show compliance with project requirements based on design, test, analysis, and similarity.
  • Partner with quality to troubleshoot installation issues, determine root cause, and recommend solutions.
  • Create product illustrated parts diagrams and write product manuals.
  • Contribute to the continuous improvement of the department by creating work instructions for best practices as well as mentoring/training junior engineers/designers.
  • Develop electrical power generation, C5i, and power distribution systems for marine applications.
  • Produce electrical plant load analysis along with wire sizing and component protection in accordance with ABS standards.

Establish functional and acceptance test plans for system designs.

QUALIFICATIONS & ATTRIBUTES

ESSENTIAL

Experience leading small teams of engineers.

Time Management - Managing one's own time and the time of others. Ensuring that all aspects of the program are met on and according to schedule

Bachelor’s degree in Electrical Engineering

Judgment and Decision Making - Considering the relative costs and benefits of potential actions to choose the most appropriate one

10+ years of experience in navigation, communication, video, power generation, and control & alarm systems.

Mathematics - Using mathematics to solve problems and possess analytical skills

Experience with government procurement and contracting.

Writing & Speaking - Communicating effectively in writing as appropriate for the needs of the audience. Talking to others to convey information effectively

Automation - MS Office, Project.

Compliance – Electrical systems of steel and aluminum hulls to ABS and ABYC standards

CAD – NX, Teamcenter, AutoCAD

Design - Experience complying to ANSI drafting standards a plus

Process - Understanding of the project management process as defined by the PMI PMBOK.

WORKING CONDITIONS

  • Position requires use of computer, telephones, and other office equipment, reading, writing, standing, sitting, walking, repetitive motions, bending, climbing, listening, and hearing ability and visual acuity.
  • While performing the duties of this job the employee is regularly required to stand, stoop, kneel, climb, crouch, talk and hear.
  • Ability to lift packages, equipment, etc., up to 20 lbs.
